Humane Education
Modern education has no doubt wrought miracles and proved that nothing is beyond human intelligence. But, how much nicer would it have been, if we had also learnt to be humane and to respect each other’s feelings and to do unto others, as we would like to be done to ourselves?
Dr. Eric H. Hansen, the noted Humanitarian of the United States of America wrote, “Nothing but what is essentially Humane Education, can save the world from the horrors of another cataclysm worse even than that through which it has just passed”.
Let all of us, who believe that every living being, be it man or animal, has a right to live a life free from fear and pain, strive to spread humane education. Hence, the S.P.C.A. Chennai, has always emphasised the importance of humane education. To inculcate “Kindness to Animals” in the minds of children and to create an awareness about animal welfare, we have been conducting every year competitions for them in Painting, Singing and Oratory.
The Society hopes that to augment its efforts in this direction, educational institutions, service minded organizations and all others increased in animal welfare will extend their fullest co-operation.

PAINTING COMPETITION:
As part of our efforts to promote Humane Education, the Annual Painting Competition for School Children was conducted this year also. The adage “Catch Them Young” is aptly applicable, if even at a young age, children and students, are imbibed with the loudable motive of animal welfare.
One thousand one hundred and twenty three school children participated in the Painting Competition held on 18th August, 2010 at the AVM Rajeswari Kalyana Mandapam, Chennai. The topics chosen kindled the innovative attitude of the children and students. There were four grades. The youngest group of children and students were required to colour the drawings donated by M/s. Sun Paper Mills Ltd., Palayamkottai. The second group was asked to draw “Pet & I (or) My Best Friends”. For the third group, the subject was “Our Silent Friends (or) Pets are innocent friends”. For the fourth group, the subject was “Never be rude to animals (or) Animals make life colourful”. Numbers of consolation prizes were given to encourage the participants.
The S.P.C.A. is grateful to A.V.M. Charities, who have been kind enough to place their spacious Rajeswari Kalyana Mandapam at our disposal for conducting the Annual Painting Competition for the past so many decades.
We are also thankful to M/s. Sri Nathella Sampathu Chetty Trust, M/s. Calimidi Alavandar Chetty’s Charities, M/s. Sun Paper Mills, Palayamkottai and Dr. R.S. Cunniah Trust and Mr. C.P. Achuthan for the donation of prize books, drawing sheets and biscuits for the Painting Competition.
The S.P.C.A. deeply appreciates the co-operation extended by the Heads of Schools to the efforts of the Madras S.P.C.A., to promote humane education through its various Competitions and to Mr. G. Govindaraj, Art Director and Mr. J. Jayaraj, Magazine Illustrator who spared their valuable time to select the prize winners.

FRIEND TO ANIMALS:
A first hand knowledge of what constitutes cruelty to animals, what types of cruelty are generally inflicted on them and what should be done, when cases of cruelties are noticed, is essential to a Scout/Guide who is looked upon as a “FRIEND TO ANIMALS’. With this end in view, S.P.C.A. took steps to enable the Scout/Guide to secure knowledge on different aspects of animal welfare by giving coaching as per the syllabus and awarding ‘FRIEND TO ANIMALS’ Badges.

WORLD ANIMAL DAY CELEBRATION:
Most of the cruelty done to the animals is because of ignorance among the public about the availability of various provisions in the Prevention of Cruelty Act. Hence it becomes one’s duty to educate those innocent people. To create awareness among the public on Animal Welfare, especially on 4th October, 2009, we pasted posters throughout the city of Chennai.

ANIMAL WELFARE FORTNIGHT CELEBRATIONS:
The Animal Welfare Fortnight was celebrated by the Madras S.P.C.A. as an annual feature during 2010 also from 14th to 28th January, 2010.
Throughout the Fortnight, Anti Rabies Vaccine etc. were given free for the animals. We also organized extensive campaigns for animal birth control, Anti Rabies Programme and explained to the Members of the Public the usefulness of such Projects.
On 16th January, 2010, Maattu Pongal Day was celebrated at our Shelter where eight animals are there.

LECTURE ON ANIMAL WELFARE
Our President, MJF Lion P. Rajamanickam as Guest of Honour of GSS Karuna Club’s Special Programme delivered a lecture on ‘SAVE TIGERS’ on 9th March, 2010 at Guru Shree Shantivijai Jain College for Women. Several students were attended this Programme.

FREE VETERINARY CAMP:
Realising that even animals have a right to live free from pain and disease, our Society conducted Free Veterinary Health Camps.
The Free Veterinary Health Camp was organized for providing Medical treatment to stray animals and pets of residents of the area on 30th January, 2010 at Town Panchayat Middle School, Nerkundram Road, Arikambedu Village (3 kms. From Thirumullaivoyal) arranged by the Students of National Service Scheme, St.Michael’s Polytechnic College. The SPCA wishes to place on record its sense of thanks to MJF Lion Dr. D.S. Mithra who arranged the Free Veterinary Health Camp.
Nearly one hundred twenty four cases were registered relating to different kinds of animals and birds and all the cases were carefully and thoroughly examined by our Veterinary Doctor P. Rajendran and free treatment was given. The response from the public was so encouraging that it has prompted us to conduct more such camps in that area.
S.P.C.A. proposes to organise and conduct more such Free Veterinary Health Camps under its auspicious at different areas of Chennai.

PROSECUTIONS:
During the year under review, 1338 complaints were filed before the XXI and XXII Metropolitan Magistrate Mobile Courts by our Field Staff, under the Prevention of Cruelty to Animals Act, 1960 and all of them ended in convictions. It is a Himalayan task to detect all cases of cruelty perpetrated in the vast area of the City, with the limited number of Field Staff and also due to utilization of Auto vehicles in all fields of transportations.
Animals are generally subjected to cruelty such as overloading, sore neck, swollen neck and other physical infirmities. Whenever such instances are noticed by our Field Staff, the offenders are prosecuted under the provision of Prevention of Cruelty to Animals Act.
Our Inspectors are authorized to prosecute offenders who violate the provisions of the P.C.A. Act, 1960. They patrol areas where the offences are committed and bring the offenders before the Court of Law.
Cases of transportation of cattle and fowls in an overloaded fashion or in a cruel manner, were also booked and conviction secured. Complaints received from the members of the public regarding the cruelty to animals, were promptly attended to and the offenders prosecuted under the provisions of P.C.A. Act, 1960.

DISTRESS SERVICE:
The general public approaches the S.P.C.A. with confidence, whenever they are confronted with cruelties or sufferings of animals. This is apparent from the number and several of calls received over the telephone or email from animal lovers and humanitarians. We received calls with request for timely relief to animals wounded in accidents or otherwise found suffering we have been able to attend to these calls promptly and we did our best to alleviate the suffering of the animals. During the year, under review, 89 such calls were received and prompt action was taken with regard to all of them by our Rescue Team. The Society attaches great importance to this facet of its activity, as it helps to improve the image of the Institution and to build confidence in the public and secure support for its cause.
During the year, several complaints on owls had been injured or abandoned and all the complaints have been attended by our Field Staff.
On a complaint from Ms. Leela Rajagopal of Nungambakkam on 11th June, 2009 that an injured raptor landed on a table in her apartment, apparently seeking help mutely, our Addl. Chief Inspector, Mr. P. Srinivasalu rushed to the spot, rescued the bird which had suffered an injury on one of its wings, and admitted into our Rescue Home for care and treatment. According to experts, it seems to be a crested eagle. This was widely covered in all popular Dailies, like “Daily Thanthi”, “Dinakaran”, “Dinamalar”, “The New Indian Express”, “Deccan Chronicle” and “Anna Nagar Times”.
On 20th June, 2009, our E.C. Member, Mr. M. Mahesh informed us that several goats are carrying by a vehicle in a cruel manner at Poonamallee High Road. Our Chief Inspector, Mr. W. Dowlath Khan and Sub Inspector, Mr. N.V. Balasubramanian rushed to the spot and prosecuted the offender before the XXI Metropolitan Magistrate Court and convicted with a fine of Rs.1,000/-.
On a complaint from Mr. Vadhan Surana of Mylapore on 27th October, 2009 that a pigeon was wounded and lying near his residence. Our Inspector, Mr. G. Balaji went to the spot and brought the same to our Shelter for care and treatment. In appreciation of our service, the complainant donated a cheque for Rs.300/- to our Society.
A phone call was received from Mr. C.S. Koteeswaran (Reporter, Deccan Chronicle), a Life Member, on 11th November, 2009, that 3 squirrels are suffering without food and shelter. Our Inspector, Mr. P. Chandrasekaran rushed to the spot and rescued all the squirrels and admitted into our Shelter for care and treatment.
On 9th December, 2009, a phone call was received from the Secretary, Animal Welfare Board of India that a baby monkey was ill treated by the gypsy people near Central Railway Station. Our Sub Inspector, Mr. S. Rajendran rushed to the spot and brought into our shelter for care and treatment. Later, we sent the animal to the Forest Officer, Children Park, Guindy, Chennai. Mrs. Lalitha of Anna Nagar (W) Extension informed us over the phone that a cat was suffering by a locked portion of a house. With the help of Fire Service Personnel rescued the cat. The complainant thanked us for our efforts to rescue the animal.
On 22nd December, 2009 a phone call was received from Dr. Doraiswamy of Nandanam that a calf has fallen into a ditch. Informed to Fire Service to rescue the same. Later the Complainant thanked us for our prompt service and timely help to release the calf from the ditch. The S.P.C.A. thanks all those who gave information and approached us for assistance and appreciates the good work done by all our Field Staff, while attending to Distress Calls.

AMBULANCE SERVICE:
To attend to Distress Calls, S.P.C.A. operates an animal ambulance vehicle. During the year, our ambulance van lifted 143 wounded or sick animals and transported them to the Madras Veterinary College Hospital or to our animal shelter for care, attention and treatment. We also rendered our Ambulance Service for relocation of the dogs after sterilization.

ANIMAL BIRTH CONTROL PROJECT: With the assistance of Animal Welfare Board of India grant in aid, during the year under review, 612 dogs were sterilized in our Animal Health Centre, under Animal Birth Control Project. This Programme aimed at controlling the animal population has generally been successful and in particular in regard to stray animal population. We have a well equipped air conditioned theatre and our Veterinary Doctor P. Rajendran did a commendable work in conducting ABC surgeries and after care of animals.

RESCUE HOME FOR DOGS:
Our Rescue Home facility takes care of pets, during the temporary absence of the owners for a short period. Apart from pet dogs, ownerless and dogs wounded in accidents or otherwise in pain, were also admitted into the shelter uncared for. Kennels are being used also to accommodate dogs before and after sterilization.
T.V, A.I.R and the PRESS:
We continue to enjoy the goodwill of the Press, T.V., and A.I.R. in Chennai. Our functions were well reported in the Press and many special articles on our activities and Press Reports were published in the English and Tamil Dailies. Our functions were televised and broadcast by Doordarshan and All India Radio and S.P.C.A. is thankful to the Media.

AN APPEAL:
The Society is not engaged in any profit making activities. On the contrary, it has been serving the cause of animals in this Greater Chennai devotedly for about 129 years. It would be appropriate, if this Society is exempt from payment of Taxes like the Property Tax, Water Tax and Charges.
The Society takes this opportunity to appeal to the Government of Tamil Nadu for an annual grant of Rs.5 lakhs which would enable us to crease our activities and enforce the provision of the P.C.A. Act with greater vigour.
The Society earnestly requests humanitarians, animal welfare enthusiasts, philanthropists, Institutions, donors and other well wishers to donate generously and substantially for a noble cause.
